Register
Before shipping into a state, register with the U.S. Attorney General and with that state’s tobacco tax administrator. Many localities require their own registration on top.

Report monthly
By the 10th of each month, file a report to every state you shipped into, listing each delivery sale — the customer, the brands, and the quantities shipped the month before.

Verify and label
Age-verify at purchase and delivery, apply the required shipping labels, and collect any excise the destination levies before the package moves.

Retain the sales and shipment records behind every filing, so an amendment or an audit traces back to the exact transactions that produced the report.
